Mitigation Terms and Definitions

Mitigation Measures - actions taken to reduce or eliminate environmental impacts by the following methods: avoidance, minimization, rectify by rehabilitation or restoration, reduction of impact over time, and compensation by on-site or off-site habitat replication.

Mitigation Plan - general term for a plan to lessen all of the impacts of a project, both biological and nonbiological. This would generally be prepared for projects subject to both NEPA and CEQA.

Comprehensive Biological Mitigation Plan - a specific plan to mitigate and monitor for any of the biological impacts of a given project.

Incidental Take Permit - under section 10(a) of FESA, if there is a finding of incidental take of a federally listed species, an incidental take permit is required before the project may continue. State agencies and private individuals are also eligible to apply for such a permit, along with federal agencies.

Habitat Conservation Plan - If an incidental take permit is needed for a project, the applicant submits a conservation plan which specifies impacts likely to result from the taking, mitigation measures to minimize those impacts, funding for mitigation, and description of project alternatives .

Recovery Plan - a specific plan developed by the USFWS or NMFS (for federally listed species) or by DFG (for state listed species), with management activities designed to recover and restore populations of a particular animal or plant species.
